Our beautiful green planet is full of abilities as well as many people from different backgrounds. People who are healthy, competent and independent do not require any special care and support from others. However, people like children, sick people, senior citizens and differently abled people require different kinds of help and support for their daily activities and livelihoods. People who are not physically fit and mentally disturbed require special care and attention. It is the responsibility of every member of society to help the helpless, the afflicted, the needy and the grieved.
We should not take inactive citizens as the burden of our society. There are many people in our society who are helpless and need special care. Some of the physically challenged are incapable of speaking, hearing impaired or mentally retarded. Some may be disabled due to their ignorance and illiteracy. If we want to make our society stress-free, violence-free and maintain peace everywhere then we must help every person physically, mentally and socially.
•Therefore there should be District wise Separate Shelters for all the helpless people who are Homeless & don’t have any Valid Identity Card e.i. issued by any Govt. Authority. (Beggars, Orphans, Viklangs/Divyangs & Destitute Persons etc)
•All the facilities of Food, Clothes, Accommodation, Medical Treatment, Primary Education, Computer & the Training of some Hand-made Products, Extra Curricular Activities like- Music, Dance, Singing, Supports etc. should be provided by the Govt. in each Shelter free of cost.
•It should be the duty of all Police Administration, Gram Panchayats & all M.C.’s that if anybody found any helpless anywhere begging or in search of a shelter then help the helpless to take to the nearest Shelter for help & to ensure that there should not remain anyone begging or without shelter within their Territory.
•Pension should be given to all Viklangs/Divyangs & Elderly People who are economically weaker along with the Medical Health Insurance Facilities free of cost.
•It must be the responsibility of the parents of Transgender Children to Nurture their Transgender children and all the Transgender Children should have equal rights in their family, Society and in the property of their parents same as well as of the Male & Female Children.
•Pension should also be provided by the Government to the Parents of all Transgender Children to Nurture the Transgender Children. Good Education should be provided by the Government to all the Transgender Children free of cost and free Health Insurance facility should be provided by the Government to all the Transgender Children along with their parents. Double benefits should be provided by the Government to the Persons or Institutions who adopt & nurture the Orphan Transgender Children.
•For those persons who have attained the age of 25 years or above (Males, Females & Transgender) and are unable to meet the sufficient resources to start their Own Business/Profession and are even unable to get any job, there should be some Block wise/District wise Centralized Cells separately to help & support such persons. In these Cells all such Unemployed persons may be Employed as Social Workers. Social Work may be assigned to such employees in various Departments e.g. Old Age Homes, Orphanage, Schools, Hospitals, Animals Welfare Centers, Health & Hygiene, Housekeeping & Security related Departments etc. to serve the Society & the Nation. Social work should be assigned as per the ability of the Candidate e.i. Qualification, Experience & the Field of the interest of the Candidate. Provident Fund and Health Insurance facilities should also be provided by the Govt. to all such employees along with the Salary at least @ Minimum Wages as set by the Govt. In this way it will also help to overcome over the problem of Un Employment and will also help the Helpless & needy persons in the Society.
•All the modern Tools & Equipments should be provided by the Govt. to all the small Farmers along with the Training of Agriculture Farming with Scientific methods. Top Quality of Seeds, Fertilizer, Crop Insurance, Life Insurance of Parents, Medical Health Insurance facilities, Electricity & Water etc. should be provided free of cost to all the small farmers. Use of Animals for Agriculture Farming or for any other purpose should be strictly prohibited.
•There should be some District Wise Animals Welfare Centers for all strayed Animals and the Livestock Farming should be totally banned.

Therefore the Commodity Status of All Animals should be discarded and All the Animals Husbandries should be changed to Animals Welfare Departments.
Therefore it becomes necessary to constitute — “All Living Beings Rights Commission” to Govern the Rights & Limits of all living Beings for the Peaceful Coexistence of All Living Species on the Earth and for the Welfare of All Living Beings.
